How to Report Animal Cruelty in South Africa

Your local SPCA is the first call. SPCA inspectors have statutory powers to inspect premises, issue warnings, seize animals in defined circumstances and lay criminal charges.

The SAPS can also take a complaint, and should be your call where there is immediate danger or where a crime is in progress.

Where there is no SPCA branch nearby, provincial welfare organisations and animal welfare NGOs operate in many districts and can act or refer.

What information helps

Specific, dated observations are far more actionable than a general impression. Written down at the time, they also make you a much better witness later.

What not to do

Do not enter private property. It undermines any case and puts you at risk.

Do not remove the animal yourself. However well-intentioned, this is theft and it destroys the prosecution.

Do not confront the owner. It commonly results in the evidence disappearing before an inspector arrives.

What happens next

An inspector visits, assesses the conditions, and in many cases issues instructions and a compliance period rather than seizing immediately. Education and follow-up resolve a large share of cases, particularly where poverty rather than malice is the driver.

Where suffering is severe or instructions are ignored, animals can be seized and charges laid under the Animals Protection Act.

Be patient. Inspectors are stretched thin across large areas and a case can take weeks.

Following up

Ask for a case or reference number when you report. Follow up on it politely after a couple of weeks.

If you believe a case has stalled, escalate to the NSPCA rather than giving up. Reports that are followed up are considerably more likely to be resolved.
