How Many Dogs Can You Legally Keep in South Africa?

There is no national limit on dogs per household in South Africa. The limit is set by your municipality’s animal keeping bylaws, and it varies.

Two dogs per dwelling is a very common baseline in metropolitan areas, with more permitted on larger stands or agricultural land. Some municipalities scale the limit to erf size.

Cats are often treated separately and are frequently limited too, commonly at a similar number.

Finding your actual limit

Search for your municipality’s name together with animal keeping bylaw or dog bylaw. The document is usually published as a PDF on the municipal website.

If you cannot find it, phone the municipality’s environmental health or law enforcement department. They deal with this daily.

Do not rely on what an estate agent or a neighbour told you. Bylaws are amended and the versions circulating informally are frequently out of date.

Applying to exceed the limit

Most bylaws allow an application for a permit to keep more animals than the standard limit. Typical requirements include:

• Proof of adequate space and fencing
• Proof of sterilisation and current vaccination for each animal
• Sometimes written consent from immediate neighbours
• An inspection by a municipal officer
• An application fee

Permits are granted routinely to responsible owners with suitable properties. It is worth doing rather than hoping nobody counts.

Estates and sectional title are stricter

A body corporate or homeowners association can impose rules stricter than the municipal bylaw, and often does — a one-pet limit or a weight limit is common.

These rules are contractual. Read the conduct rules before you buy or sign a lease, because a rule you did not read still binds you.

When a complaint is laid

The usual route is a neighbour complaint to the municipality, followed by an inspection and a notice to comply within a set period.

Engage rather than ignore. Applying for a permit at that stage, sterilising, and addressing noise or smell complaints resolves most cases. Ignoring the notice is how animals end up removed.
